Disease prevention work demands not only professional efforts but also a strong infrastructure, human resources, and financial system to maintain sustainability. The Disease Prevention Law No. 114/2025/QH15 has dedicated Chapter V (from Article 38 to Article 43) to detailing these assurance conditions. This is an important legal basis helping medical staff and managers clearly understand the resources supporting their professional activities.

Promoting science, technology, and digital transformation

In the digital era, the 2025 Disease Prevention Law focuses on research and the application of science and technology. According to Article 38, the information system serving disease prevention must be unified, integrating and interconnecting data, while ensuring security and confidentiality. Specifically, the application of Big Data and Artificial Intelligence (AI) is emphasized in forecasting and early warning activities for infectious diseases as well as monitoring non-communicable diseases and mental disorders. Besides, the State has incentive mechanisms for research, development, and production of vaccines and biological products, creating proactivity in medical supply.

Remuneration policies and human resource development

Humans are the key factor in preventive medicine. The Law clearly stipulates remuneration policies in Article 39, whereby people working in infectious disease prevention and control are entitled to salaries and specific professional allowances. Particularly, those participating in anti-epidemic activities are entitled to anti-epidemic allowances and occupational risk regimes if infected. Cases of courageous life-saving, sacrifice, or injury while fighting epidemics may be considered for recognition as martyrs or enjoy policies like war invalids.

Regarding training (Article 40), the State has policies to grant encouraging scholarships to undergraduate and postgraduate students in the fields of preventive medicine, public health, and nutrition. Notably, postgraduate students majoring in preventive medicine studying at state educational institutions will be supported with 100% of tuition and living expenses. This is a great motivation to attract high-quality human resources to work at grassroots levels, especially in remote, isolated, border, and island areas.

Sustainable Finance and the Disease Prevention Fund

To overcome the shortage of funds, Articles 41 and 43 have diversified financial sources. Besides the state budget and health insurance fund, the Law has officially legalized the establishment of the Disease Prevention Fund. This is an off-budget state financial fund, operating on a non-profit basis, under the Ministry of Health.

The breakthrough point of this Fund lies in sustainable revenue sources, including a mandatory contribution of 2% on the special consumption tax calculation price from tobacco manufacturing and importing establishments. The Fund will focus spending on key activities such as: tobacco harm prevention and control; free screening; prevention and control of non-communicable diseases and mental disorders; nutrition and scientific research. The establishment of the Disease Prevention Fund promises to solve the funding problem, helping health target programs not be interrupted.

National reserve for epidemic prevention and control

Finally, to be proactive in emergency situations, Article 42 stipulates that the State implement a national reserve of drugs, chemicals, and medical equipment. The management and coordination of this reserve strictly comply with the law on national reserves, ensuring the ability to respond quickly when an epidemic breaks out.

Conclusion

The detailed regulation of assurance conditions in the 2025 Disease Prevention Law has created a solid legal corridor, from financial mechanisms and human resource training to high-tech applications. For medical staff, these are important premises to work with peace of mind, improve professional capacity, and serve the community more effectively.
