Continuing the program of the 10th Session, on the morning of December 10, under the administration of Vice Chairman of the National Assembly Nguyen Thi Thanh, the National Assembly voted to pass the Law on Disease Prevention with the majority of National Assembly delegates present in favor (accounting for 93.02%).

Electronic voting results showed that **440/443** National Assembly delegates present voted in favor, accounting for **93.02%** of the total number of National Assembly delegates. Thus, the National Assembly has officially voted to pass the Law on Disease Prevention with the vast majority of delegates in favor.

The Law on Disease Prevention comprises 6 Chapters and 46 Articles. This Law takes effect from July 1, 2026.

Before proceeding to vote, the National Assembly listened to Minister of Health Dao Hong Lan present a Summary Report on the major contents of assimilation and explanation regarding the Law on Disease Prevention project.

According to the Minister of Health, based on assimilating opinions of National Assembly delegates during Group discussions and Hall discussions, verification opinions of the Committee for Culture and Social Affairs, opinions of the NASC, the Government also directed agencies to strengthen the review and maximum assimilation of delegates’ opinions.

Regarding periodic health checks and free screening

Minister Dao Hong Lan stated that to ensure funding sources and feasibility for implementing this policy, the Government has finalized regulations on diversifying funding sources, including the state budget, socialization, and especially from the Health Insurance Fund.

At the same time, Article 44 of the draft Law amended and supplemented the Law on Health Insurance, stipulating that citizens are covered by the Health Insurance Fund for costs of periodic health checks and free screening according to the roadmap and the balancing ability of the Health Insurance Fund. Minister Dao Hong Lan emphasized that this is an important breakthrough to institutionalize Resolution No. 20 and Resolution No. 72, which have been issued.

Regarding content related to regulations on professional policies

The draft Law has assimilated and revised chapters and articles stipulating non-communicable disease prevention and control, mental disorder prevention and control, and nutrition issues in disease prevention, ensuring risk management, screening, early detection, and timely appropriate prophylactic treatment measures, including regulations related to prioritizing vulnerable subjects and difficult areas.

Minister of Health Dao Hong Lan stated that the draft law also finalized regulations related to infectious disease prevention and control, based on assimilating delegates’ opinions and ensuring alignment with the new situation, during the process of overcoming obstacles and difficulties, as we implemented Covid-19 prevention and control recently, which has also been reflected in the Law project.

Overview of the Session

Regarding the Disease Prevention Fund

Assimilating opinions of the NASC and delegates, the Government adjusted the draft Law towards separating the Fund’s purpose and tasks into two separate clauses to ensure clarity. Simultaneously, the Law project added the Fund’s spending tasks for periodic health check or free screening activities to unify with regulations in Article 27, thereby ensuring additional resources to implement this important policy.

Regarding issues related to document technique and consistency of the legal system

Minister Dao Hong Lan clarified that the Law project has been reviewed and adjusted regarding regulations on state management, regulations on responsibilities of press agencies, and edited terms, prohibited acts, and finalized contents in Articles 5 and 10, which have been reflected in the Law project.
